My piece on President Bush's speech this morning is up.

In it he declared that "the Cold War is over."

That may seem obvious to westerners, but the Bush administration obviously believes that President Putin wouldn't still be opposing the admission of Ukraine and Georgia to NATO if he shared their opinion that the alliance is no longer aimed at Russia.
